Telescope header information

There is a problem with the information from the telescope that goes to the FITS headers. When the load on the TCS is high this info sometimes takes too long to arrival and the fits files is stored without this information. This happens very sporadically, typically when many short images are taken which is why this affects NOTCam data relatively frequently.
