System start-up

Various things have been done to make starting-up the different observing systems easier. This both relates to making the starting up of the control software more automated, but also by providing scripts that define a general set-up of the TCS for a given instrument and by providing more detailed instructions how to switch from one system to another (e.g., in the case of ToO observations with ALFOSC for an observer that is using FIES; see below).
