Observing system

The existing NOTCam instrument setup script for imaging mode was upgraded to include tcs.focus-delta offsets automatically - depending on the filter and camera combination used. The reference point is always the focus for the WF camera and Ks band, which it is assumed the user has estimated (or uses the default).
